Proposal to propose implementing "dump it" voting for edit queue

It has come to light that scoop's edit queue is severely lacking in one key area: writing a proposal to ask Rusty to implement a "dump it" voting mechanism for the edit queue.

What I propose is that, through the magic of open source we collaborate on writing this proposal together. Some preliminary ideas:
- Must reference "monocles" and/or "monocle polish" somewhere. Rusty loves that.
- Avoid mentioning the broken search functions. Rusty will only consider coding this new feature if he can first forget there are other pressing features requiring more immediate attention.
- Hold out the promise of gratis Dunkin' Donuts upon receipt of code. Though this bears the slight risk of precipitating a nostalgia-fueled aneurysm episode, it's a better carrot for Rusty than any monocle or Vespa product. Fortunately, online purchases are available.
- Keep asking. Persistence always pays off, and there's no faster way to get this feature coded than repeatedly demanding Rusty do it.
I think that about covers it. I welcome your comments below, and as soon as we have enough interested parties, we can start drafting a committee charter/constitution and electing speakers.
