Although it is useful to have the rest of the message ("A posting decision will be made after 36 hours if no threshold is reached.") the status of specific configuration items is of interest only to those who run Scoop sites, not those who merely use them. Plus, the first sentence dosen't really add any content, because anyone who reads the second sentence will know what is going on.

People might think that there is an editor viewing each story after 36 hours and posting or dropping. Its helpful in my opinion for people to know that Scoop is making the decision, and not some editor type.
