Hi,

It would be cool to have a new (beta!) release, so that we could develop from that version.

At the moment it seems that there are a lot of patches anywhere (perl files or sql files).

Is CVS not up to date? That would be the best one to develop from right?

CVS is the way to go. Just get the cvs code. Most of the patches are just a few lines, and cvs is good about merging stuff well. So if you want to hack on scoop, don't wait for a beta! Get the cvs code today! ;-)
