I just noticed on K5 that my display preference for time zone was still set to PDT, making everything appear to be an hour off. It seems that Scoop should be able to change between standard and daylight saving time automatically for the user.

Most OSes handle this issue, and it's a well-known algorithm (things may be different in different places, but this information exists and should not be hard to find). It's a nice convenience feature, and I think it's how the user would expect the system to behave. Not exactly the most important issue in the world, but I think it would be a nice feature.

I posted a feature request about this very issue to slash's sourceforge page. One easy way of going about it while leaving the current selections in tack would be to simply add a checkbox for "automatic Daylight/Standard switching" and allow choices for merely "Central," "Mountain," etc.
